1. BRIEF HISTORY OF THE ESTABLISHMENT
The OSAP 7th Battalion was created vide Govt. of Odisha, Bhubaneswar Order No- OMP- 74-75/355/P dated 04.01.75 and became operational on 03.02.1975 with its temporary location at laxmisagar, Bhubaneswar.
After completion of the construction work, the Battalion. has shifted to the present location of Chandrasekharpur, Bhubaneswar. As per State Govt. Notification No. 60909/D&A Bhubaneswar Dt. 28.12.07 the Battalion has been placed under the administrative center of Commissionerate, Bhubaneswar-Cuttack.
Sri M.S. Alam OPS. Dy. Commandant took over charge of the Bn on 03.02.1975. Since then 45 Commandants have been posted at different times in this Bn.
Sri R.N. Panda, OPS (I), Dy.Commissioner of Police (Armed), OSAP 7th Bn, Bhubaneswar took over charge of the Bn. on 29.11.2009. Initially the Battalion started functioning with 4 companies. Subsequently the strength has been enhanced and presently there are 6 service companies and one Hqr. Company.
2. SANCTIONED STRENGTH OF THE BATTALION
The battalion has a sanction strength of 1245 personnel including signal, recreation, menial, hospital and ministerial staff.
3. DUTIES AND RESPONSIBILITIES OF COMMANDANT AND OTHER OFFICERS
As per chapter II of the Draft OMP Manual, the duties of the DCP(Armed) are as follows:-
The DCP(Armed) is responsible for all matters concerning the internal economy and management of the OSAP Bn, its efficiency, discipline and proper performance of all allotted duties. It is the duty of the DCP(Armed) to gain the confidence of his subordinates, give them due credit for good work and a fair hearing.
Addl.DCP(Armed) of the Bn is mainly functioning as the Accounts officer of the Bn. He is also functioning as the Drawing and disbursing officer. The Dy. Commandant also assists the Commandant in all administrative matters.
Posts of ACP(Armed) have been created with a vision to manage the day to day work of the Q.M. section, Adjutant section of the Bn. and the work of the service companies. They remain in- charge as Company Commanders.
Subedars work as 2nd in command in service companies and assist the Company Commanders in company management.
4. WELFARE ACTIVITIES OF THE BATTALION
The following welfare institutions are functioning inside the Battalion premise
a. FAMILY WELFARE CENTRE : Trained tailors teach stitching to the family members of the Bn. force who also get an opportunity to earn some money by undertaking stitching work.
b. BN. RATION STORE : A ration store is functioning inside the Bn. Hqrs. with a view to providing essential commodities at reasonable rates to the family members and to the common mess of the Bn. It gets necessary financial assistance for its functioning from the welfare fund of the Bn.
c. BN. CANTEEN : One canteen is functioning inside the Bn. Premises. The force and their family members are availing the opportunities of getting the canteen products as per their requirement at a reasonable rate from this canteen.
d. BN. FLOUR MILL : A flour mill is functioning inside the Bn.to cater to the needs of the family members.
BRIEF HISTORY OF THE ESTABLISHMENT
The Special Security Battalion was created vide Govt. of Odisha, Home Department Letter No.PDA-11-90/2008/6919 dtd. 10.02.2009 and became operational w.e.f. 25.03.09 with its temporary headquarters at the office of Commissioner of Police, Bhubaneswar-Cuttack, Bhubaneswar.
Government of Odisha has allotted 80 (eighty) acres of land in mouza Jamujhari for establishment of the Special Security Battalion. A Master Plan for development of infrastructure on the allotted land has already been prepared. Construction of Administrative Building and 100-men barrack are expected to be taken up shortly.
RESPONSIBILITIES
The Special Security Battalion shall provide security coverage to VIPs, dignitaries and vital installations.
SANCTIONED STRENGTH OF THE BATTALION
The battalion has a sanctioned strength of 1161 personnel of all ranks.
TRAINING
At present 44 Recruit Sepoys of this battalion are undergoing Basic & Advance course of Training at 3rd I.R. Bn., Kalinganagar, Jajpur.
The Security personnel of SS Bn., BBSR have undergone the following training programme to make themselves efficient to meet any challenge.
- 03 Havildars & 08 Sepoys have undergone I.E.Ds. (Improvised Explosive Devices) course of training at Bengal Engineering Group Centre and School, Roorkee, Uttaranchal.
- One Sepoy has undergone Basic Course of Armourer training at North Eastern Police Academy, U.M.S.A.W., Meghalaya.
- One Officer in the rank of A.C.P. of SS Bn., has undergone training on "TACTICS" at S.V.P.N.P.A., Hydrabad.
- One Sepoy of this Bn. has undergone T.O.T. course on Physical Training at N.E.P.A., O.M.S.A.W., Meghalay.
- 02 Sepoys are now undergoing training on V.I.P Security at N.S.G. training centre, Maneswar, Hariyana.
Duties and responsibilities of Armed Police Reserve (APR)
Armed Police Reserve (APR) have been sanctioned for Cuttack and Bhubaneswar Urban Police Districts. They function directly under the supervision of Reserve Inspectors. Their main responsibilities include handling of law & order problems, besides other miscellaneous duties. They remain in readiness for 24-hours a day at Reserve Police Lines to meet any emergent situations. Some of the major responsibilities of Armed Police Reserve are as follows:
- Attending to law & order problems
- Escorting Under Trial Prisoners (UTPs) from jail to Court and vice versa
- Providing security coverage to vital installations
- Escort of cash from Reserve Bank of India to various banks and vice versa.
- Assisting police station staff in conducting raids etc.
