  SENIOR CITIZENS SECURITY CELLS

In order to look after the safety of Senior Citizens and to provide security to them, “Senior Citizens Security Cells” (SCSC) are proposed to be opened in selected 10 Police Stations of the Commissionerate.
The objectives of Senior Citizens Security Cells would be as follows:
 
1.
Coordinate safety and security of senior citizens with the help of local police.
2.
Provide senior citizens a sense of security and confidence.
3.
Advise local police with respect to the safety concerns of the senior citizens  residing in their jurisdictions.
4.
Helping senior citizens in their personal problems, as far as practicable.
5.
Advise senior citizens on safety and security measures.
6.
Coordinate police verification of domestic help/ tenants by local police stations.
 
To achieve the aforesaid objectives, the following steps are proposed to be initiated.
 
1.
Registration of Senior Citizens:
       The SCSC shall identify all senior citizens of the age group of 60 and above, staying alone or as a couple but without any other younger family members or relatives.
        Details of such senior citizens staying alone shall be collected in the proforma vide Annexure-I.
       The proforma shall be filled in duplicate and shall bear the full signature of the concerned senior citizen. In case some senior citizen does not want to share any information, the respective column should be left blank. No pressure or influence should be brought to collect information, the disclosure of which must be totally voluntary.
        A Register shall be opened in each cell wherein the names along with the aforementioned details of all senior citizens so identified would be entered. Their photographs shall be affixed both on the Registration form (as per Annexure-1) and in the register against their name and address.
        Each senior citizen shall be provided with a Registration number by the SCSC for future reference. (No./PS/year).
2.
Visit to senior Citizens:

            The staff of SCSC shall visit the registered senior citizens of their police station jurisdiction at least once every fortnight. 

                                    During such visit, they shall sensitize the senior citizens about different aspects of their safety and security. For this, they shall be given a copy of the Do’s and Don’ts for senior citizens, circulated vide Crime Branch Circular No.1/08 as per Annexure-II.             

                                    The SCSC shall leave one register in the residence of each registered senior citizen in which details of visit by the staff of SCSC and Senior Police officers with date & time of such visit will be recorded. 

                                    Each visit to the senior citizen shall be made after prior appointment with them. 

                                    During such visits, the staff of SCSC shall ascertain the physical security aspects of the house of the Senior citizens. They shall render suitable advice to the concerned senior citizen in terms of installing protective grill fencing, door chains, alarm bell, magic eye etc.

3.
Verification of Domestic Helps/Tenants:

           Senior citizens who have employed drivers/watchmen/domestic servants/gardeners in their houses should be provided with Verification Forms meant for domestic employee  (servants/watchman/ drivers/ gardeners) vide Annexure-III and the same should be collected and duly verified.

                                   Senior citizens who have kept tenants in their houses should be provided with Tenant Verification forms vide Annexure-IV and the same should be collected and duly verified.

                                    The said form shall be filled in duplicate and shall bear the full signature with date of the concerned tenant. A copy of this form shall be kept with the concerned senior citizen (landlord) and the copy maintained in the SCSC of the concerned P.S.

                                    SCSC of each P.S. shall complete verifications in respect of the domestic employees and tenants of each registered senior citizens within a month of registration of the name of the Senior Citizen and shall intimate the results of verification thereof to the concerned senior citizens at an early date. If some senior citizen or tenant or domestic help objects to collection of information, the same may not be insisted up. 

4.
SOS by Senior Citizens:

           The SCSC shall prepare a directory of telephone numbers containing all emergency nos. including those of members of SCSC, local P.S. staff, local ACP, DCP, hospitals, fire station, railway station, air port, local gas agencies, OMFED booths, medicine shops, electricians, plumbers, PHD, electrical authorities, NGOs etc and shall hand over a copy of the same to each of the registered senior citizen.
